Are water-based finishes such as Colortone nitrocellulose? Is the base lacquer the same as in solvent based lacquers and that the carriers (water versus solvent) is the main difference? If this were true, then could one apply water base lacquer over solvent based lacquer?

I found in my art world and using multiple types of paints/stains/finish that most any water base anything can go over a lacquer. Adherence could be a factor...so A test piece would be advised.

No, waterbased lacquers like Colortone are acrylic, not nitrocellouse. You can't put Colortone over Nitro. Adhesion would be a problem.

Waterborne finishes are not nitrocellulose and are usually acrylic, but not always. KTM-SV is not acrylic. Test for adhesion should always be carried out over whatever sealer you use.

if the nitro is well cured the waterbase stuff may stick,however make sure you sand the nitro to de-gloss it. get rid of any slick surfaces.nothing sticks to slick. make sure you test first. with the way they are changing chemicals these days who knows for sure.
