actually they are Waverley , you have to look close at the shaft. On the Grover tuner they are a machined base and that end area will look different than the Waverley.
Look at the way the end of the shaft appears in this photo , that matched your original posted photo

Okay, third opinion here.

Artinger slotted headstock. Artinger uses Gotoh hardware on his guitars, so it's this tuner : GGS1BB.
