Would a "backstrap" veneer on the back of the headstock fix or hide your problem?

To answer your question, many steel-string guitars are built with Spanish Cedar necks. I just made 12 or so out of very light Spanish Cedar but they are all 12 fret necks and have truss rods and carbon fiber reinforcement. I can't speak to your specific neck or piece of wood but like most woods, Spanish cedar has a huge range of density and stiffness.

I've used Spanish cedar (with CF reinforcements) and it works very well. Makes the neck lighter, and is easy to work.

I think you would be ok with just the truss rod but if you are worried about it then you could always make it a laminated neck to add some strength.
