I have built several necks laminating flat sawn wood to achieve a vertical grain billet for neck blanks

I came across some Hon Mahogany pieces. The problem is the grain is 30-40 degrees off quater and only 2.25" wide so it seems as though cutting neck blanks with the grain in this orientation would not be possible since I want my neck to be 2.25" at the body joint. This leaves no room for any wood reduction on the sides. Is it recommended to laminate these pieces as seen in the pic. This gives you more of a flat sawn grain even though it is a laminate, but more than enough width to work with.

How about using each piece in a scarf/stack type of neck. You can still cut, flip and laminate them, and get two necks. Use some other material for the head and heel (solid color, no laminations) if these are not long enough.
Given the current situation with mahogany, I sure wish people would stop making 1 piece necks.

I'll second Arnt. A fair amount of old Martins had flat-sawn necks, and non-laminated. They're fine.
