Does anyone own a working Conn ST 8 strobe, that can explain to me it's workings. I just bought one on ebay & the guy said it was working? Well the lights all come on but the strobe itself does not 'spin'

The disc should indeed spin. If it doesn't, it's broken. You should address this with the seller maybe. It might be an easy fix - maybe just a broken wire or seized motor (that just needs a drop of oil), or it might be beyond economical repair.....can't tell without taking it apart and looking inside.
