I have 1/4" wide strips of green dyed veneer that I want to use as purfling under the binding (so its visible from the sides of the guitar). How should I do this? Should I split the veneer into narrower pieces? Glue to bottom of binding before installing or install it separately?

Cut it with a razor blade and straight edge, or with a veneer saw and a guide of some kind. You can install it both glued to the binding, before bending, or bend the purfling separately and install separately. It's probably easier to stick to the binding, but then it's more difficult to miter the corners, if you are planning to do that.
