Are you having actual problems or are you just concerned? If you change something, you'll put yourself in danger of being blamed for a future problem which may not be entirely your fault.

In answer to your question, don't do it unless you're certain that it won't come back to bite you.

In addition to what Kevin says, if you don't own this building, you should also seek the approval of your landlord. Keep in mind that once you touch the wiring in your rented space, any wiring issues in the building could become your responsibility if something happens.

I am not having problems yet, its more of a concern and also in the future if I decide to get more machines, the existing circuit may not be enough.

I think the current issue is the doubled up breaker, because the guy who installed the AC couldn't find an extra breaker to tie onto, so I will need to buy an extra 20a breaker for that. I don't really want to run 2 AC units under a 20a breaker because for sure it will not run both at the same time. As for wire gauge they're at least 12 gauge, with the other wire a 6 gauge or something... either way they're huge.

The wire coming out of the meter is black, red, and white. The white is connected to the neutral bus which I am assuming its the ground/neutral, the black and red are lives.

As for user modified wiring, it's already been done by past tenants which was what those extension cord wires were... They have been removed because almost all the devices connected to them were non-functional and the wiring quality and the general aesthetics are crap. I was worried about water getting to it during a typhoon or something and causing electrocution.
