My high E string is not ringing fully when played open, every single fret is perfect but the open string sounds dull.

It is not fret buzz, I just leveled the frets and they're all perfect.

I also shimmed the nut and raised the action.

The string is not touching any frets at all. I raised the action super high just to make sure.

The truss rod doesn't need adjustment either.

This is the strangest thing ever because the guitar is set up perfectly but the open E just doesn't fully ring.

At this point I'm not sure what to do so I figured I'd ask here to see if anyone has any advice.

My guess is that the nut slot is not "just right".

Is the string too deep in the nut groove and is the full length of the nut groove tilted back towards the headstock? Try the e in the b slot to see if it is a groove problem.

I would also focus on the nut. It would surprise me if it is not there.
