Many bagpipers have known about the ivory issue for years. Although the law doesn't make a lot of sense for antique pipes (or other antique items), it is no different than what we face with ivory guitar parts. The happy ending is that someone at F&W used some common sense and the boys got their pipes back.
Some pipers have the ivory ferrules replaced with plastic on their instruments to avoid the hassle.
