Ok Question , Once a person has finished an instrument in Tru-Oil or any other Oil type Finish . Is it possible to spray anything to seal that and then Laq over it , or is the Only choice going to be resanding back to bare wood ?

Tru-Oil is not really an oil type finish. It is more of a rubbing varnish that creates some build. I do believe that it would be compatible with lacquer, but as always, test on scrap.

On my first few instruments, I sanded Danish oil over the back sides & neck in an attempt to fill the pores. It didn't work very well, but after 25 years plus, there is no problem with the nitro finish.
It is common practice to use a hardening oil finish on wood flooring before applying waterborne polyurethane.
So... I'd say "go for it". But test on scrap first.

A couple of coats of dewaxed shellac prior to spaying nitro should make sure you'll avoid any adhesion problems.
