OK , I am using my first set of Plastic binding and have a "prolly" dumb question. Everyone seems to be scraping the binding after Laq. Is it because the laq will over time chip off ?

What happens if a guitar Binding isnt scraped , and then buffed ?

Todd gave the reason. Otherwise (or subsequently) spray clearcoats as over the rest of the guitar.

Yo, Wud, You DO need to remember to knock down any sharp corners on the binding, though....just as you would with sharp wood corners. You would obviously do this before applying finish. Other than that and the possible color layer issue, there is no reason to scrape.

Okay....now let me amend that. Sometimes you want a little "goop" made of binding shavings and acetone to glue up the joints in your plastic bindings. Through trial and error, I've discovered that shaved (scraped shavings) binding dissolves fastest in acetone for this purpose. But that scraping and shaving is done with scraps and is done OFF the guitar, so.....you know.....don't sweat it unless you have some overspray from color coats.
