I use 1/8 by 3/8 CF rods in my guitar necks. The cut off portion is just about the size of a saddle. This led me to wonder if any of you have tried CF rod as a saddle or nut?

No reason why not to, except it's hell on tools and not healthy to breathe the dust. At all. Bone is much better…

There are no properties of a CF laminate that I can think of which would make it suitable as a nut. It will most likely wear quicker and abrade strings, it's not particularly hard, and it probably has a lot of damping. I don't see how a high tensile strength could help?
