I am looking for down cut bits for a laminate trimmer (1/4" shank). I would like a 1/2" diameter cutter so that I only need to adjust once for rosettes; but I do not find any larger than 1/4". Are there any out there? Lacking that, is there a "best" 1/4"?

I have never seen a 1/2" spiral bit with a 1/4" shank. I don't think it exists. Even if it did, you probably would not want to put it in a laminate trimmer. Get a 1/4" diameter and you will be good.
